This building has some totalitarian feel to it. Like a mixture of nationalism, sovjet traditions and islamic culture. Modern, but not in the western sense. Not a place where you can develop freely but a place with a claim to some total, all-comprising order.

Well, your observations are really good – this is the Turkish, Kazakh University in Kazakhstan – therefore you might be right in seeing all these traditions come together.
